Id and citizenship are tied aspects, so apparently they needed to frame the same thing two different ways
A Spaniard, in the states, who is awaiting citizenship vs. a natural born American born at home and no SS#, each has one aspect. I would say you need both and they are separate. What are your thoughts?
The american in your example would not legally be allowed to drive and would have to have no birth cert as well from 0 to 18 yrs old. Highly unlikely usecase. Almost non existent i think...
