If you go to the Law of War Manual to 11.1.2.3 Occupation and the 1949 Geneva Conventions then footnote 15 it refers you to 19.16.5.1 Applications of Different Parts of the GC there is Section II (articles 35-46) of Part III of the GC addresses aliens in the home territory of a party to the conflict. I’m on the go trying to dig this more.
