For a while, the DMV was registering everyone who got a driver's license to vote, whether you qualified or not. My husband was registered prior to renewal of his license, and for the last election he got two ballots -- one he registered for himself with his name written one way and one that we believe the DMV registered for him on his behalf based on the way his name was written.
