No. 2.3 Million prisoners, with an accuracy to the nearest 1/1000th.
That means any pieces of prisoners left over after the counting are incredibly small.

Lucky that none of the prisoners has lost a limb, otherwise it would be a rather awkward 2,299,999.843 or thereabouts!

(Precision is essential when counting the prison population. It's all too easy for 0.157 of a prisoner to escape.)
