Think of it like a military op.
Do we announce what we are going to do before we do it?
Or do we intentionally deceive our enemies and distract them while we operate outside of the realm of their perception?
A famous Korean story I learned about: There was a rich man who was very evil and caused all sorts of problems in his town. However, he was smart and didn't break any rules for fear of getting caught and punished. One day he slipped up and the magistrate caught him on a relatively minor charge. The punishment was one stroke from a stick (they did corporal punishment in Korea back then.)
The day came for his punishment, and he was quite pleased with himself. One stroke would smart, but it wouldn't kill him. Meanwhile, the entire town turned out to see this wicked man get his just desserts.
The soldier who was charged with beating the man drew back the stick, and started at swinging, but stopped just short of the rich man. Then he did it again, and again. After several hours, the rich man started letting his guard down. This went on for the entire morning, and the rich man was under great stress for fear that at any moment that one stroke could land. Then the afternoon, and by this time he was becoming delirious. Finally, after the sun set, the stroke landed, breaking the man's back and killing him.
The moral of the story is this: There is justice in this world, but it doesn't happen when you expect it.
