They don't need to blackout everything. It's possible to force US's internet comms to grind to a halt just by knocking out the Facebook and Twitter server farms in California. Surely they'll have assets cutting or blocking the submarine cables and putting the sattellites on standby (solar flares ? Termination event ?)
