A digital dead mans switch is something that is coded to send information to media or some series of public domains if the coded switch isn't reset. Those switches can be programmed for 1 month, or 3 month, etc... You wouldn't set it to 1 day or 1 week, because what happens if you break your leg and your in the hospital for 10 without being able to reset it.
It may take 17 or 45 days for it to be triggered, and then who ever is sent the information needs to know what to do with it. 31 Terabytes is a lot of data that would also take a long time to download and then sort through it.
