I had to open it in "Epic" browser to get rid of the pop-up.

The U.S. drug regulator has in the past reached out to companies whose drugs had N-nitrosodimethylamine (NDMA) over accepted levels.

What do they mean by "reached out to"? How is that different from "contacted"? Are they simply bulking out the article?
