Basically 911 stuff.

He oversaw the removal of the rubble and wreckage of the towers. He blocked any inspection or investigation of the ‘crime scene’ for traces of bomb residue etc.

This is off the top of my head so don’t quite me! I just remember after researching it all right after it happened being absolutely disgusted with his involvement.
