A lot college of college campuses, hospital's, and commercial type campuses have steam lines running to every building from one main plant. Its much more cost effective than having steam boilers for every building. Not to say they couldn't be used for nefarious reasons though.

The hospital district in Houston has miles of utility tunnels.
Many universities and hospitals have that. It's just part of providing utilities between separate buildings.
Tunnels are a thing for hospitals.
