Curious, did Illinois citizens give permission for a 3rd party vendor to have access to your Insurance and Driving info?

They already do this in Florida. I totaled my car a few years ago. Since I didn't have a car, I called and canceled my insurance. Shortly after, I received a threatening letter from the state of Florida, saying they were going to suspend my license, unless I got car insurance. Big Brother interfering in our life at every moment.
