While I agree that it will have to be exactly those characters to be a true communication, there is no indication it has to come from the original (or any) DJT account (i.e. it could come from Scavino, or Pompeo, or Flynn, or any account that people consider "connected").

If il Donaldo Trumpo tweets that exact phrase, I think its gonna count. At the least its gonna cause an explosion of energy among hundreds of millions of people across the world.

So if it is catturd (and catturd is not actually DJT or controlled by DJT) they will almost certainly not tweet that out on that account unless it is meant to count.
