I know the section has been in there.

However, there was nothing stopping him from getting rid of it.

He signed the bill, fully aware that section was in there.

Keep in mind, he is part of a secret society assocaiated with the Skull and Bones called St Elmos.

So, more than likely, he was just continuing the work done by Bush.

Im not going to reply to this any further. The information is right in front of you.
