either A. Q is a major threat to the government and they have not been able to track him down yet or B. Q is so unimportant that the government doesn't care to pursue him. Either way, if the government wanted to arrest him and shame him, I am pretty sure they would have done it already.

Seeing as they stole the election, blamed Jan 6 on Q and are using Q as a basis for labeling people terrorists, they would be happy to destroy Q, but they haven't. That tells me either A. The government controls Q or B. Q is smarter than the entire government and has not been caught. Im leaning towards B.
