I'm actually surprised the DS didn't see the potential grift in Hazmat disposal. A Pol could give a contract to their brother-in-law to put Hazmat garbage cans around town then empty them on a weekly basis. Would add to the fear. Of course the contractor would dump the masks with the regular garbage, no real special handling but would grift the tax payers outrageously for it.
