That's what people get wrong. They aren't ALL killed. They are simply the easiest targets because nobody will want to let them in their crew (so no escalation of conflict). Guards will look the other way and let them lay some hurt on a pedo. They're even the ones who can look up the info for the other inmates. That's one thing I never understood until I got to know an ex con. Why would they go around telling the truth about their charges if it puts a target on their back? They don't. It's the guards that spread the word.
