Fox News Channel is a MULTINATIONAL conservative cable news television channel based in New York City. It is owned by Fox News Media, which itself is owned by the Fox Corporation.

The NSA has a foreign intelligence mission. They target foreign powers for activities that could harm the U.S..

Regardless of having it's headquarters in NYC, FNC is Multi-national, with means it IS a both a foreign and domestic corporation. I'd say that falls right within the NSA's jurisdiction to surveil and monitor.

Anyone who works for that Multi-national corporation is also subject to the same review.
