ok heres my problem with this. if im in public and i see a topless women i wouldn't bat an eye. i wouldn't question what age she was either. i would just go about my bizz. the only actual problem here is if someone abuses this and acts upon what they see.

ill give an example. i was in times sq a couple of years ago and two women walked down the street topless. i passed them and kept walking. no one was coming up to them trying to touch them or take their pictures. they just walked by like normal.

if i was a father to a daughter of course i wouldn't let her do it but im not appalled by it either. im not ganna walk up to a topless stranger and ask her to put a shirt on.

now lets be more specific. an underage girl should not be doing this but as for the topic of topless women in general it should not be as big of a deal as it is.
