There was a resident talking on the phone on her balcony before the collapse. While talking on the phone she said oh my God the pool deck is caving in. Then the building fell. That was the water seen seeping.
They had inspection papers that the deck was not built on a slope like it should be and it caved in. Pool deck first collapsed.
