Leaders and Elites are opportunists and that only. They are not blessed with any gifted traits.

Most are not brilliant strategists, geniuses, or genetically superiors. Their merit is recognizing the need for those kinds of people to help them to decide how to take the opportunities that they were given and maximize the results.
