Get groups of little boys to camp alone in the woods with them.

Not all Scout leaders and Priests are bad we know, but pedos know how to hunt and blend. Then if they have cops, lawyers, judges, media, etc protecting them, it quickly becomes norm. As they are emboldened they just commit more heinous acts and more often.
