If that is actually a law or a rule on YT, then it would be super easy to do. Just let it play for 9 seconds, pause and do a voice over to explain what is happening, play again for 9 seconds, pause again, ad infinitum.

This seems unnecessarily risky for live tv. You miss it once by a second and you get fined. A lot easier to always be talking.
