I agree. I mean people saw her supposedly get shot and no one scrambles for cover? How would they know that the shooter would not kill more of them? Because they knew the script. The whole capital thing looking like a b movie.

Not to mention inside the capitol they yell "She's dead!" and then you can clearly see she's alive when they are wheeling her out on the stretcher.
