Not the same guy. However, Promo shots are often photoshopped (think fashion industry) and even known to use body double (i.e./Julia Roberts/Pretty Woman ads). Would be good to have two "organic pics" from same relative time frame vs 5+ years apart which often are compared (to lessen impact of aging/cosmetic surgery). Whether it's one Biden or two, in both cases he's a puppet.

That Biden photo is from his VP days. You can look up any video from that era and find the same (different) dude. Same different cheeks, eyes, ears, etc.
