Let's not blame everyone who took it, there are a lot of them on our side too.
Why would you blame the victims who were rejected full information and repeatedly told it was safe, with countless stooges parroting it on every media outlet and in every hospital?
You don't ascribe blame to the victims; you place it with those that created it and those who misled the public about it at every level.
When someone ignores warnings and walks down a dark alley at night unarmed and gets mugged they still deserve some blame if they did it because more people told them "you'll be fine plus everyone is doing it."

Rational people know that the night is dangerous. Rational people know that alleys are where a lot of crime is committed.
However, rational people have trusted doctors for centuries and they have been telling their patients that it's safe.
