It's called Sanpaku. Pretty much only shows up in drug addicts (meth/crack/heroin), alcoholics, and psychopaths. Translated from Japanese, it means, "three whites." It's when, due to either extreme drug abuse, alcoholism, or psychopathy, the eyes "turn" either up or down and shows the whites of the eyes on three sides of the iris. According to the Japanese and Chinese, it is a physiological, psychological, and spiritual affliction that occurs when one or more of these attributes is out of alignment.
I know this is a Wikipedia link, but this is only to get you started. This article is spot on to other articles you'll find.

This article says it's superstition, but if you pay attention to the most famous and "successful" of humanity, you will notice just how many people have this that are known Khabala'ites/El'ites.

Another article that goes in depth on some of the World's most famous, including JFK.

Here's another one and info on how to get yourself right if you suffer from this. So, take a good, long, hard look in the mirror tonight before reading this.

And here's one from Healthline. It presents a different view, and one I don't necessarily agree with, but it has other valuable info about psychopathy itself. Ther have been other studies that focused on the eyes, such as eye contact, with quantifiable results.

Don't think in any of the three links I was referring to you can see whites on three sides of the eyes, just the left and right, as I assume is typical.
