I think he knew of the plan, but he as POTUS didn't have the power to stop it. Big Pharmakia is the most powerful industry on earth. Pharmakia backed by the International banking syndicate have an ideological agenda. Possibly thought he could derail it with known existing cures. Another possibility is too nefarious to state here.

Is the second possibility consist of the only survivors are the people who refuse the vaccine and are not intimidated by coercion -- which may be a few republicans in the end?
