Check Google Play Services and see when it last updated. Unless you disable that (and most any app you want to use), you're pretty much getting updates behind the scenes on Android...

I deleted the app earlier this year and after a time it reappeared. I removed it a second time. This new tracking app that has loaded, I have not been able to remove, but only disable. (android) I will eventually kill it.
