The Provisional Electoral Council (CEP) is the institution responsible for the smooth running of electoral processes in Haiti. Ariel Henry studied medicine at the University of Medicine of Montpellier, France. He has a master's degree in public health, international health option. He studied neurophysiology and neuropathology at the University of Medicine of Montpellier.

He was a tutor in the program outside Loma Linda University's Master of Public Health campus in California during the summers of 1989, 1990 and 1991. He taught psychophysiology at the Humanities Faculty of the UEH from November 1988 to June 1996,

Joseph holds a doctorate in public policy from The New School in New York, and worked as a university professor in the United States. He has taught at the University of Connecticut and Long Island University.[2]
