Three months gives the DIA or other white hats time to analyse the ship's manifesto and cargo details, any containers of interest are probably buried deep inside the stack,
rather than attempt to unload thousands of containers manually, in a difficult location, it's better to have a proper welcoming reception at the point of delivery.
