Just like in the House of Representatives, there are committees, or rather topics that are being discussed and each rep is allowed to participate.
Given the nature of Dutch politics, the 2nd chamber of the States-General has 150 reps from many political parties.
So, for smaller parties it is important to pick and choose which topic they will be in attendance for. Usually, many questions regarding lawmaking are done in writing, and the executive needs to answer in writing.
Parliament, or in this case the 2nd chamber, and given the current idiocy, is called the 2nd sleeping chamber or dormitory.
Comparable to the US Senate, there is the first chamber. It is a function leftover from a time when The Netherlands was a Republic consisting of 7 states or provinces or provincial states. Currently there are 12, each having senators. The main objective of this body is to guard the Constitution, but over the course of the last 30 - 40 years, that objective has been usurped by the Council of State, who are only in the business of making the unthinkable possible, and since the Constitution is actually defunct, usurped by international treaties, and these senators come from the same Poltical Cartel, it is thought of as superfluous. In effect, even parliament voted to step aside and make themselves impotent during the covid-19 hoax.
When in 1815 the Kingdom was established, it was absolutist. After 1848, the split with Luxembourg and Belgium, the States-General regained some of it's power. It seems the Dutch are back to square one: Absolutist oligarchy.
