so many people here are trying to think too big about how the "internet could shut down" It's really quite easy. everyone who accesses the internet is connected to it through a provider. ATT, Verizon, and hundreds of others.
same way NYC can shut off power and water to the gym that stayed open during lock downs, the government / DS can have providers turn off their service. Personally I think they will do this by releasing some potentially very harmful virus/malware and in order to protect vital government networks all the providers will need to be shut down till the virus can be removed or patched.
Funny though that the company that owns most of the infrastructure all providers use is "Global Capacity" which used to go by the name Covad
