I think the earlier "blackouts" of several websites were tests runs by the DS. They wanted to see how it would go. They know what's coming and believe they can stop it.
Look at how much they're trying to shut down the stuff about Brittany Spears and control the narrative. They weren't prepared for that. Imagine what something 10,000 times bigger than Brittany would do to the masses.

It's simple to shut the internet down though. Just go to every major ISP and force them to shut down services, and threaten them with regulatory action if they don't. However illegal or unconstitutional this is few would probably refuse, and it would take ages for that to get heard in any court (sounds similar to how they did it with COVID to me).
