What if the capitol police are owned and operated by the UN? They set up "offices" in various parts remote from the capitol, make their presence known, and when they're ready, BOOM!!! BLUE HELMETS EVERYWHERE!!! I swear I saw a capitol police vehicle in TSNAZ, nothing else here is marked anything similar to them.
