Besides the 'not really green after all' recycling fail, what a disgrace that it looks like brand new (?) cars are just left to be destroyed by the environment. How is it new tech is obsolete or busted or unusable already? Retarded government planning in buying stuff they dont even need at huge expense, just cause the seller was some relation or buddy?
Governments do this easily don't they, because it isn't their money they are spending.
It is misallocation of resources. Due to the monopoly position of a government, they can extract money from the population without providing good service for it.
I have never seen them face repercussions either. They just shrug and everyone forgets about it, as though burning millions of dollars is like spare change that goes missing between cushions on the sofa.
And the business makes out like bandits.. and is sure to send over a few 'campaign donations', to keep the filthy lucre flowing in future.
