Well - rather the business shall be keeping people healthy.
Simply to make this possible they shall not get money for curing,but for people being healthy. But making it so is much more complicated,it couldn't be simple insurance model. And nobody would want to pay while staying healthy... Complicated. And some people would call it "socialism" (but come on - what is federal government's military ?).Moreover the question is: pay HOW MUCH ?...
There is no simple solution as fully commercial healthcare costs can be high (USA),and socialist-like healthcare (Post socialist countries) is not effective - low quality and long waiting, less and less nurses and medicals...
Maybe money shall be paid in instalments after therapy from some fund/bank account ? Maybe costs of therapies shall be audited,and in case of excessive number of tests hospitals shall be sued ?/ patient or patient family choosing what tests shall be done and discounts for reducing the tests at the cost of taking greater risk at patient responsibility ? I don't know.
