Stop promoting under EEO. In the 80s the navy bypassed an entire generation of men for promotion for blacks and women with 5 ton7 years less experience. the ruined some ery important capabilities with that stupidity. It took 20 years to overcome it. We still talk skin color and gender while the real work suffers.
