That's not exactly how it works. DNA and RNA work in conjunction with each other, not in competition with each other. The mRNA sends a chemical signal to a cells DNA to make the cell produce a type of protein that in normally would not.
The mRNA acts as a sort of modifier to existing DNA code. RNA does not need to "rewrite" DNA in order to make a cell read the DNA code. A single DNA gene is capable of many different functions, but it is the RNA signal that sends a variable [chemical code] that tells the DNA which particular (variable) function to express. In the case of the mRNA vax, the mRNA tells the DNA to produce a protein shaped like a spike, to block the CCP virus from attaching to the cell.
It is still technically genetic manipulation of a persons body. But it doesn't technically "rewrite DNA," as DNA and RNA are separate things. At least, that's not how it was designed to work. As for as what could happen accidentally once man trifles with the laws of nature, well, that's anyones guess.
