If they could get a civil war kicked off, they'd use it to "temporarily" halt elections but that'd actually be it.
They've tried that several times and failed because we see right through it.
Initial phase of civil war would bring in the military and martial law / military government for as long as is necessary - which may indeed be the plan.
Don't think the military is going to let civil war rage in today's America - not for very long.
