I cannot reconcile this.
I note this "drop" was when Q was posting as Anonymous on 4chan in late 2017.
From that drop:
"We will be initiating the Emergency Broadcast System (EMS) during this time in and effort to provide a direct message (avoiding the fake news) to all citizens."
I have every confidence that "Emergency Broadcast System" = system to provide direct messaging to the public.
The EMS abbreviation is anomalous.
I have done some additional research and cannot find anything to reconcile.

I know that Q's typos are supposed to have meaning, except when Q notices and posts that they were just typos. On qanon.pub, "EMS" was underlined and noted to stand for "Emergency Medical Service." Sometimes those notes are incorrect. I wonder if it could be something else.
EMS provides care, as when you call 911. That has nothing to do with the Emergency Alert System or the former Emergency Broadcast System. I'm pretty sure your EMS never commandeers the TV, radio, or cellphones.

EMS may be the name for the "new" system.
Emergency Management System. Our township is part of this and is notified of any emergencies.
