My first thought was that it would be as a failsafe to avoid some kind of bizarre hanging chad situation. Some kind of ShareBlue instruction. What I think they didn't count was the ballot images being published and average Joe Americans picking up on stuff like the ballot batches being scanned, flipped over and rescanned in reverse order.
