The Biden administration ordered a set number of vaccines that they thought would be used. When only a tiny fraction of the expected Americans got vaccinated, the Biden Admin was left with a surplus of the vaccine and nothing to do with it. Big Pharma won't issue a refund, and they can't seem to give the vaccines away to other countries fast enough. The only way to turn a profit is to stick them in the arms of as many Americans as possible. There is probably a bonus being paid out to the elite by the NWO for that 70% threshold.
Its like when Obsidian Entertainment entered into a publishing deal with Bethesda over Fallout: New Vegas. The stipulation of their contract stated that if their game received a metacritic score of 85% or higher, the Obsidian team would receive bonuses. Well, the game only got an 84%, so no bonus was paid out.
The answer is likely money.

Same idea...
Absolute bullshit given that Fallout: New Vegas was much better than Fallout 3.
