Well if you read the Word document outlining this, you find it's a training course offered by DHS, but there is little beyond theoretical and "what if" scenarios involved. Thing is, many states have already enacted anti-lockdown laws and would simply no cooperate with Los Federales in any such attempt. It seems like more mental masturbation by the Left.
