Per the 20th amendment. section 3, and the Presidential Succession Act of 1947, as Secretary of State, Pompeo was in line for being Acting President after the Speaker of the House (Pelosi) and President Pro Tempore (either Grassley or Schumer, depending on how you count it). Neither Pelosi, Schumer, or Grassley resigned their position, which, is required to become acting president (or it falls to the next in line). This is also not counting potential issues with the elections of those people. And the person that becomes Acting President is so until a President or Vice President qualifies.
