Yes, although it's clearly not Idiot Grampa Badfinger doing the strategizing, but his advisors (read: handlers) traveling with him. I bet he doesn't even get invited to the actual discussions.

My guess is, she is going to WH to give instructions to the Biden team cause DNC-handlers wanted her to go there (no one else can be trusted).

If they asked HRC to go personally to WH, I suppose it is something big.
