I'm just not a fan of this kind of stuff, memes that not only show you what to look at but also what to think about it. "Panic" is not the only sufficient explanation of a snapshotted moment. I can think of several other scenarios off the top of my head.
I would argue that it's not a meme if the "thought" is spelled out with all the subtlety of a greeting card "gag". The whole point of a meme is to communicate an idea implicitly.
This is just a picture with a caption. They used to call those "macros".
