It was a group effort by that time, but land management started the mess so is ultimately responsible.

That's a big part of the problem with compartmentalized government agencies.

Look at Ruby Ridge too. Was that ATF or FBI? I bet if you could ask Vicky Weaver she'd ask "what difference, at this point, does it make?"
