I don’t know the population density of these countries, but that is a hole leftists will pole at. A more populous country will have more cases because it has more people - and often has a greater population density. Not trying to be a stick in the mud, but prepare arguments for leftists.
The graph does give percentages, although phrased slightly differently. "COVID-19 cases per million people" reduces to a percentage. So 500 cases per million would be .05% of the population infected.
