I cant make too much out, it's a little low res.I can kinda see how it could be a scuba diver, but could be something else.

Also did the person right in front of them not see a scuba diver drown the woman??? She's wearing a life jacket right? How did he drag her under if she was wearing that?

How did a scuba diver know exactly where the plan was going to come down to wait for her?

I'm not doubting she was assassinated (Q says 7/10 plane crashes are hits) but this seems like a very strange way to do it.
