I think this is true for all counties in the US. Dr. Frank (the physicist) has shown us that it is an algorithm that works like cruise control. Need more ballots - truck them in. Too many ballots - throw them out. Try to keep it looking legit. RedPill78 had Dr. Frank on recently and he explained it all.
